As a practising lawyer and qualified patent attorney in Taiwan, Paul Chu has expertise in technology law (eID, data protection, and e-commerce), human resource, IP, security, and tax. He is also a senior partner and co-founder of Guo Ju Law Firm in Taipei. Chu obtained LLB and LLM degrees from Fu Jen Catholic University, and is a PhD candidate of Fu Jen Catholic University. He was the senior manager, tax and legal department of PricewaterhouseCoopers (PwC) Taiwan and senior attorney of PricewaterhouseCoopers (Taiwan) before co-founding Guo Ju Law Firm in 2008.
Chu is also the adjunct professor of the College of Engineering, National Taiwan University of Science and Technology. Chu has devoted years to technology law. He is a civil consulting member of Digital Innovation and Governance Initiative Committee, Executive Yuan; the vice president of Open Data Alliance; and outside counsel in multiple governmental and NGO projects related to e-commerce and data protection areas. He is also the vice convener of the alliances of digital service and committee of digital transformation. Chu was attending in the multiple projects including the Replacement of New ID Card, the 2nd Generation E-invoices of Ministry of Finance, the counsel of Certificate Authority of Ministry of Economic Affairs and Ministry of Interior, the supervising and auditing of environment protection point collection system of the Environmental Protection Administration, and the Large Payment Service for the E-Banking of the Bankers Association. In addition, he is also a long-term legal counsel and external trainer of several enterprises in Taiwan. The attending of all the projects indicates Chu’s professional knowledge in technology law has been well recognised in the field. As an expert in human resources, Chu is the counsel of Ministry of Labour and mediator in different local governments. In 2018, the Labour Incident Act started to be enforced in Taiwan and the mediation process became mandatory in labour disputes. Through his past experience as the mediator in the mass lay off of TransAsia Airways in Taiwan, Chu has been appointed as the mediator in the first mediation case in the aviation industry in Taiyuan District Court after the enforcement of the Labour Incident Act and set a record to make this case as the first successfully settled case in Taiyuan District Court. Chu also assisted many multinational enterprises, in the compliance of the relevant labour laws of Taiwan. Nowadays, for comprehensively providing service to client, Chu further develops his professional scope to medical innovation, carbon credit, and new energy areas. He is also appointed by the Environmental Protection Administration as a member of the Public Nuisance Dispute Ruling Committee. David Chuang is one of the founding partners of LCS & Partners. Mark J Harty obtained his AB degree in East Asian Studies from Harvard College and his JD degree from Harvard Law School.
