On 30 December 2012, the State Encryption Management Bureau (SEMB) and the General Administration of Customs issued Joint Announcement No. 64 Concerning the Management of Encryption Products and Devices Containing Encryption Technology, with the aim of reinforcing customs supervision over the import of encryption products and devices containing encryption technology, as well as increasing the efficiency of customs clearance.

According to Announcement No. 64, an online verification system regarding import licences for encryption products will be put into operation on a trial basis at the customs houses in Beijing, Shanghai, Shenzhen and Nanjing from 11 January to 31 March 2013.
Through this online verification system, the SEMB will electronically transmit to customs all data relating to the permits issued by the SEMB for the import of encryption products, while customs will send the SEMB feedback reports regarding the import permits that have been used by importers.
