Paul Chu, as a practicing lawyer and qualified patent attorney in Taiwan, has expertise in technology law (eID, data protection, and e-commerce), human resources, IP, security, and tax. He also is senior partner and co-founder of Guo Ju Law Firm in Taipei. Chu obtained LLB and LLM degrees from Fu Jen Catholic University, and is a PhD candidate of Fu Jen Catholic University. He was the senior manager, tax and legal department of PricewaterhouseCoopers (PwC) Taiwan and senior attorney of PricewaterhouseCoopers (Taiwan) before co-founding Guo Ju Law Firm in 2008. Chu has devoted years to technology law. He was outside counsel in multiple governmental and NGO projects in related to e-commerce and data protection areas. He was attending in the project of the second generation e-invoices of the Ministry of Finance, project counsel of the Certificate Authority of the Ministry of Economic Affairs and the Ministry of the Interior, and the Large Payment Service for the E-Banking of the Bankers Association. In addition, he is also a long-term legal counsel of Yahoo Taiwan and external trainer of several enterprises on the island. This year, Chu was appointed by the Ministry of the Interior to be in charge of project planning for replacement of the new ID card, which attracted public attention, and had complex data protection issues. This appointment indicates Chu’s professional knowledge in technology law has been well recognized in the field. As an expert in human resources, Chu is the counsel for the Ministry of Labour and arbitrator in different local governments. He was appointed by the government to join the negotiation process of a mass lay-off case from the dissolution of TransAsia Airways in Taiwan. Through his patient mediating, both parties successfully reached a settlement and further relieved the social tension in this case. He also assisted many multinational enterprises, including Sony, in the compliance of the relevant labour laws of Taiwan. Chu has well-rounded and rich executive experience in IP, security, and tax areas, especially in litigation. One of his tax litigation cases was elected as one of the best tax litigation case in 2019. Under Chu’s leadership, Guo Ju Law Firm was recognized by Legal 500 as one of the best Taiwan law firms for TMT, labour and tax area in 2019. |

Joseph Fu regularly advises on matters involving litigation, arbitration, tax, corporate, real estate and fair-trade law, as well as major projects. Alex Hsin sits as the managing partner of Guo Ju Law Firm and the senior partner of MHP Law Firm. He was the pioneer of the Taiwan attorneys who qualified to admit to practice in mainland China.
